Groundwater Dispute Resolution Program

SB 1008, introduced by Sen. John Moolenaar (R-Midland), would reinstate the Water Conflict Resolution statute (formerly PA 177 of 2003). The bill, as passed the Senate, would provide high capacity well owners the ability to opt out of the mitigation process and proceed to court actions as an alternative. Additionally, the substitute bill removed appropriation language and instead it was included in HB 5400 (supplemental appropriation) to provide $600k to DEQ to administer the program.
 
This bill was ordered enrolled and awaits the Governor’s signature.
